De facto, this is the right way to announce errors.  Eventually `format`
and `fmt` will probably go head-to-head for R7RS-large after `fmt`
becomes a SRFI some time next year.

I don't use either `format` or `fmt` myself, but there are `fmt`
implementations for several Schemes, so I'd be interested to know
what you think if and when you try `fmt` out.
