Is Usenet a "stable well-known place?"  'cause if I want something to
be available forever, all I have to do is publish it on usenet and let
the archive monsters eat it.  In fact, we could use NNTP directly to
distribute decentralized libraries and people could subscribe to
whatever section of the taxonomic hierarchy they wanted.
