Either site is fine with me.

I appreciate the FSF's evaluation but giving GitHub an F grade is pretty
harsh. The main issue that affects a large number of users is tracking
of behavior. Adblock ought to thwart most tracking done via JavaScript.

This is interesting: <https://github.com/github/gov-takedowns>. They
comply with takedown requests from China and Russia, blocking the repos
even in other countries.

The no default license thing is a red herring - almost all quality repos
have a license, and if not, you can ask the maintainer to add one.
