Thanks. Amirouche's idea to use LOSE worked great for the project.

There are 1185 papers cited!

I wrote a Gauche script
<https://github.com/schemedoc/bibliography/blob/master/tools/bibtex2lose.scm>
that together with Google Scholar enables us to convert one paper in 1-2
minutes of quite mindless work.

That's 20-40 person-hours of work to convert the entire bibliography.
Split across 4 people, it would be 5-10 hours per person. Quite manageable.

Note that this conversion process adds abstracts as well as up-to-date
URLs on top of the original bibliography.
