I personally think that chat.scheme.org will be best for that.
But the main page should be about different chats that are available.
and logs can have specific path like chat.scheme.org/libera/logs
But note that on https://community.scheme.org/ there are more channels so
maybe:
chat.scheme.org/libera/scheme/logs
just in case other channels will want to keep logs.
and chat.scheme.org/libera can have Web IRC for people to join from a website.
I don't remember which one I was using before. Quick Search

KiwiIRC looks nice.
I can try to test if I can setup working Web IRC that connect to Libera
#scheme channel. I can also check if there are any cookies saved. KIwi is
Open Source so even if there are any tracking for analytics we can remove
them before it will be put on the server.
