Dear SRFI editors,

Could you please update SRFI-106 with attached file?

Following describes summary of changes;
 1. Renamed all caps UNIX constant names with applying common lisp
    rules.
 2. Introduced additional abstract layers for flags to make
    implementation have space to extend.
 3. Added client example.

For #2, I'm not really sure if we should have this. So let's discuss.
