Dear SRFI editors,

Could you please update SRFI-106 with attached file?

To keep discussion going, I hereby wrote the changes summary;
 * Removed issues (I would still want to discuss though)
 * Added explicit description for error.
 * Added 2 new procedures, socket-merge-flags and socket-parge-flags,
   to let implementations have some space not to use exact integer for
   flags.
 * Added description for default behaviour when optional argument are
   omitted.
 * Added current condition types current implementations possibly raise.
