Hi, Jeremy.  John Cowan, the author of SRFI 113 and 128,
approved of your pull requests, so I've merged them both.
Thank you very much.

However, I want to check with you first about the tag.  In
an earlier pull request for SRFI 117, you asked me to use
the tag "CHICKEN-1.0".  Shouldn't I use "CHICKEN-0.1" for
SRFI 113 and 128?  That will preserve consistency and not
capture the numbers for Chicken users' use only.
