I've just published a new draft of SRFI 130 from John
Cowan.  Here are his comments:

  I've made editorial changes, cut down the SRFI 13 sample
  implementation to make a portable implementation, added
  Shiro Kawai's version of string-split, and hopefuly
  satisfied Jim Rees's concerns3.  So this is last call.
