Apparently the order of arguments to vector-cumulate was changed in the third errata, however the order described and implement is inconsistent with the order in the example and the test suites.  I'm assuming from this commit that the text is correct and the example and text were simply not updated.

[Also, this doesn't sound like something that should be allowed as an errata.]
