I may have been confused on this issue -- the more I think about it, the more I realize that it's not important to know what the actual number of bits is.

These are all fixed in the current draft except the remquo question.  I talked to some folks and, well, C doesn't provide any way to find out how many bits of quotient you get (it's CPU-dependent, apparently), and neither can I.
