by Marc Nieper-Wißkirchen, author of the SRFI.

Note that the diff includes a number of earlier, minor
changes that didn't warrant announcing a new draft,
e.g. "Add section of compatibility with the SRFI 99
procedural layer."

We announced "last call" for this SRFI on 23 May, but there
were substantive comments from Shiro Kawai resulting in this
new draft.  If you have comments on the new draft, please
submit them soon.  We would like to finalize soon if possible.
