That text came from SRFI 135, I think, but I agree that mentioning buffers is a bad idea.  I have a pre-SRFI for circular buffers loosely based on the Elisp API, but have never brought it forward: it's at <http://trac.sacrideo.us/wg/wiki/BuffersCowan>.
