Here are John's comments on this first draft:

  I've attached a new SRFI proposal, a reduced form of SRFI
  13 with none of the cursors from SRFI 130 or immutability
  from SRFI 135.

  The spec is pretty much as I think it should be.  Neither
  the implementation nor the tests are (they are far from
  matching), but I want to release them now because I've
  been sick and no end in sight. I didn't bother with a
  tarball this time, sorry.
