I finished the implementation of SRFI-167 and SRFI-168 for Chez Scheme.

The SRFI process is still going on. Chime in!

This requires some R7RS libraries that are bundled (and tested) in arew repository,
along a patch on top of current Chez implementation that you can find here that adds
define-library form.
