It's probably premature to finalize it before the foundational OKVS
SRFI-167 is finalized.  For example, while we haven't nailed down
OKVS constraints, it might make sense to have something based on
them at the nstore level.  The OKVS level certainly is innocent
of the semantics of what it's storing....
