I have removed everything about signal handling (as opposed to signaling) other than the "retry on EINTR" requirement.  It's too complex and messy.

If we include sigsuspend we need to drag the stuff about sigset.  Once we have sigset, having sigwait is more useful.
Seems that we better leave those things into another "signal" srfi if we need one.

We can add sigsuspend later if it seems necessary, unless you have
a case to make for them.
