I would classify it as "politically unachievable".

Keyword arguments are already in the Yellow Docket of R7RS-large, which is three ballots away.  The choices will be at least SRFI 177, SRFI 89, "no such feature", and "abstain".  I've also listed the (chibi optional) library as a placeholder, because it would be trivial to change it into a SRFI.  If anyone wants something else, write another SRFI and I will certainly add it.
