I've just published draft #2 of SRFI 182.  It was submitted by Joo ChurlSoo, author of the SRFI.

Here is the commit summary:

• Update implementation.
• Fix tabs.
• Switch to ISO dates.
• Write authors consistently.  Write <based-on>.
• Apply changes from Joo ChurlSoo.
• Clean up whitespace.
• Remove "Part 1".  Proposed part 2 became SRFI 187.
• Add standard <hr> before editor at end.
• Publish second draft.
