Here is the reason for withdrawal:

In message Re: SRFI 186: Transcoders and transcoded ports", Jim Rees reported a difference between SRFI 186 and R6RS with respect to end-of-line translation. John wanted to make this SRFI match R6RS in that regard, but since this SRFI had been finalized, it's too late to change it. Instead, John addressed the issue in SRFI 181, which had not yet been finalized despite its later number. So SRFI 186 was withdrawn in favor of SRFI 181.
