SRFI 229 has a portable R7RS implementation, although tagged procedures
are not garbage collected. AFAICT test suites will probably live as
toplevel defines in a script/module, so it's not a practical problem.

(There is no portable R6RS implementation, because it doesn't have eqv?
on procedures, but many R6RS implementations are also dual R7RS
implementations. I think Chez has procedure properties.)
