Revision of SRFI 34 available

Richard and I have prepared a revision of SRFI 34.

The main change is the replacement of the TRY special form by a new
GUARD special form.  GUARD is (hopefully) more useful than TRY as it
makes it easier for a program to re-raise an exception with the
correct dynamic environment.

(This should also solve the name conflict with Bigloo's TRY.)
