There has been a minor revision to SRFI 74 Octet-Addressed Binary Blocks
(the only change being that implementations supporting SRFI 74 along
with SRFI 4 and/or 66 are encouraged to use the same type for u8vectors
and blobs).

The draft period is currently past due and the author's intent is to
finalize.  However, we are leaving the comment period open for another
week.  If you have any comments that should be addressed before
finalization, please voice them now.
