I claim that this inconvenience is hardly worth affecting the
standard, as modular arithmetic in terms of bignums is very easy to
implement.  (Certainly easier than the reverse.)  In fact, the
reference implementation provides just such an implementation---just
drop it in, if you don't want to do it yourself.
