1) These are not the authors of this manual.  They are the names listed
in the acknowledgments section.  No explicit author names are given so I
would cite it simply as "PLT MzLib: Libraries Manual" with the URL.

2) There are no references to PLT or MzLib in the document so far as I
can tell.
