This sounds fascinating and valuable, and I encourage you to explore the ideas.  I am happy to accept a SRFI on the topic, but these are complex enough ideas that I recommend getting substantial experience with an implementation, both as implementer and as user, before making it into a SRFI.  That will help make it a more persuasive SRFI.

I also agree with the idea of layering this above multiple SRFIs.
