That's because Algol died before the change could be made, as happened to Fortran in 1990.  COBOL on the other hand is still being SHOUTED as of the 2014 standard.  APL, SQL, and PL/I are not likely to ever be changed, since people (often) spell out the letters (PL/I's last letter is a Roman numeral, so it's pronounced "one").

The last Basic standard still says "BASIC", but Visual Basic and such are properly cased.
