I think a more significant issue than off-topic mailing lists is the question of srfi-discuss. Its charter at <https://srfi.schemers.org/srfi-list-subscribe.html> says "This is an unmoderated mailing list for general discussion of the SRFI process." That reads to me as being about things like changing the template, the introduction of the last-call process, or how SRFIs may be withdrawn.
However, although srfi-discuss is used for those purposes, it is much more often used to discuss whether particular SRFIs should or should not be created. I think there's a case to be made that this belongs in a different list, perhaps to be called srfi-ideas. I don't have a strong feeling about it one way or another, as I myself am always going to be subscribed to every list.
