I would have proposed to use the SRFI process for it. Whenever there
is a major change in the registry, an updated SRFI (only containing
that registry) is issued while the previous version will be withdrawn.
This is of course Arthur's call, but in my view, such a constant churn of replacement SRFIs would be an abuse of the SRFI process, as would the use of a perpetual draft SRFI. See the SRFI FAQ.
I think it is simpler or safer than inventing a new process, whose
life may depend on the lifetime of the git repo chosen.
The whole point about git repos is that they are easily and commonly replicated in many places. This is much better than what the SRFI process had before.
