I've just pushed an initial version of SRFI 130 for chibi:

  https://github.com/ashinn/chibi-scheme/blob/master/lib/srfi/130.sld

with tests adapted from Gauche's SRFI 13 suite:

  https://github.com/ashinn/chibi-scheme/blob/master/lib/srfi/130/test.sld

I'll flesh out the tests further later.
