The context of SRFI 135 is "the future of string processing in Scheme".
It was proposed as one of the building blocks for R7RS-large.

I'm really not interested in discussing Yet Another String Library.
I'm interested in getting a consensus how Scheme should evolve when it
comes to string processing.  Once we know where we're going then we can discuss
portable libraries to bridge the transition with existing Scheme implementations.
Both R6RS and R7RS have module/library mechanisms to allow suitable renamings
Both ones that override the standard string- bindings, and ones that don't.
