This may be true, but does any Scheme literature (the RnRS documents,
etc.) describe vectors this way? Although it's not mathematically
accurate terminology, there is significant precedent for using "vector"
to mean "dynamic array". Whereas I haven't encountered the term "buffer"
being used this way in any language.
