As ever, I would be grateful for feedback.

I already have a volunteer to implement this SRFI. I also foresee putting it through the SRFI process myself, but if anyone is interested in taking it over, let’s talk.

I would be especially grateful if someone could double-check my maths for the ‘nearly accurate’ leap second table.
