I would like to push back on the "nobody" here.  This is sometimes
useful for extremely bare-bone deployments (e.g. distroless containers),
when you do not want to distribute the time zone database.  Or you have
an old container image you cannot modify for legal reasons, and need the
program inside to work with new, local time zone.  Niche use cases, but
use cases nevertheless.  Whether they are worth supporting in this SRFI
is separate question of course.
