Do you have any references on how Annex D is controversial? If we
removed it, then timestamp objects could be a lot simpler in the
implementation.

If we did remove it, then we would have to figure out some way to allow
the user to implement it or some other system. It may be tricky to do
without lower level access to timezone data. For example, if adding
numbers to the timestamp in the usual way would cause the timestamp to
be invalid (falling on a DST transition, or hypothetical leap second).
