The ISO 8601 editor mentioned that timezones are out of scope for that
standard, which strongly suggests to me to remove `timestamp+` from the
SRFI. This has to deal timezone issues, which people seem to have not
figured out yet.
This leaves the issue of *how* someone would implement something like
timestamp+. I'm thinking of exposing a low-level timezone and
leap-second table API so that the programmer can implement it themselves
with all available information.
date+ is simpler, so I think I will keep that.
