Would it work to have a really simple spreadsheet of people, and for each person a list of what they are working on currently? Then if someone wants to work on radio for example, and notices that someone else is also working on radio, they can figure out how to collaborate. There could be a more general list of who's interested in what, but I imagine it would soon become a glorified IRC channel where everyone is interested in everything and no concrete projects get started :D I read that at Wolfram Research, they have an internal "Who knows what" database listing all their employees' fields of expertise (including surprising ones that are not related to their current job description). They have found it very useful and the setup couldn't be simpler.
