That's a large part of it. The sheer size of the proposed R7RS-large is also concerting.
Kawa already has what I think are well-designed and coherent APIs for many of the
proposed "large" features. For Kawa to support R7RS libraries ideally they should
be wrappers on top of the Kawa or Java native APIs. (This especially applies to data structure APIs.)
That requires more work and thought than than just importing a reference implementation.
Plus I'm just not spending as much time on Kawa or Scheme these days.
(The traffic on the SRFI lists is overwhelming, so I skip/skim a lot.)
