Chibi doesn't have any special support for the snow package format,
nor should it.

The snow-chibi program distributed with Chibi knows how to install
snow packages for several implementations, including Chibi.

There is also an alternative client implementation supporting several
impls in https://github.com/sethalves/snow2-client.
