For the time being, in the Issues tab at gitea.scheme.org. The "Talk"
links at the https://groups.scheme.org/review/ front page take you
there. You will need to register an account, which should be quick and
painless.

With https://github.com/pre-srfi we had the discussions in GitHub
issues, which are virtually identical to Gitea. I think this is entirely
adequate, and that pre-srfi quieted down not because we used Issues but
because we didn't announce new drafts. The drafts deliver a feeling of
accomplishment to the authors and a reminder to the reviewers.

I'm willing to go with any discussion platform the majority wants as
long as:

1) it can be self-hosted

2) it has discussion threads instead of a Slack-style freeform chat
