If you want to look at process different than Reddit, I've recently was asked
to present on FOSDEM and the submission was something that was simple.

Yes you needed to register but no one need to give you write permission to
create a proposal. There are no human in the process of creating a proposal.

How many people do you think will ask someone for permission to start
a discussion?

Registering to Gitea is ok, but asking to have write permission to git
repository is not ok, IMHO. Unless you can do the same what on GitHub,
create account, fork and create a PR. I don't know Gitea. But this need to be
documented the same as on FOSDEM page where you even have instruction that
you need to register and login.

As long as the process of creating proposal is as simple as following the
steps, I'm ok.
