If you make things as easy as possible for writers, you make things more
difficult for readers (since they will have to read proposals that are
lower quality and less organized).

Automated submissions would prevent the kind of minimum check-up that
Arthur does to new SRFIs, for example.

Gitea is very similar to GitHub. The signup is automated, and you can
create repos under your own profile without asking anybody.

Would this be easy enough:

- Create Gitea account.

- Create a new issue at https://gitea.scheme.org/groups/review/issues
and write your proposal into the issue using Markdown syntax.

- One of the admins/regulars will turn your proposal into a new repo
under the https://gitea.scheme.org/review organization.

- Comments are made in the issue tracker of the proposal's repo.

- You can make new drafts by cloning the repo and sending pull requests.
(Just like in GitHub.)

I took a closer look at Giscus and Utterances. Both seem to have only
one comment thread. Most Scheme proposals are complex enough that we
need many different threads to talk about different aspects of the
proposal. We get this "for free" if we use the issue tracker directly.
Giscus and Utterances also require each commenter to authenticate a
GitHub app, so in practice, they still need to sign in to GitHub.
