I believe the boundary can only be found empirically by letting authors
submit whatever they want wherever they what. People who are rightly
skeptical of new things would keep submitting everything to SRFI. Those
who are more adventurous can submit something to Review. Over time it
will begin to take shape, and people will get a feel for what kind of
work tends to go where.

I hope that due to its anything-goes nature Review would also become
something that is just fun and educational to read in its own right. It
can serve as a place to present those desk-drawer hacks and hunches that
everyone accumulates. An enterprising person could even turn it into a
kind of Scheme magazine chronicling the development of the language.
SRFI already partially serves a similar role, but due to its tighter
focus it tends to prune the exploratory branches of the tree. The Scheme
community's near-obsessive focus on aesthetics is seldom mentioned and
it's a pity that we don't have something like a literary journal.
